Metal baiting box, cone shaped with holes throughout the surface, the bait was placed inside and it would be lowered into the water in order to attract fish and prevent the bait from dispersing.

This piece is likely from the 19th century or early 20th century, I have never seen anything exactly like it.

In excellent condition, fully functioning. It measures 10” tall.
